Florida Attorney General Launches Investigation into OpenAI
Florida Attorney General James Uthmeier announced on Thursday that his office will investigate OpenAI for allegedly endangering minors, threatening national security, and its possible connection to a tragic shooting at Florida State University (FSU) last year.

In a social media video, Uthmeier stated, “ChatGPT may likely have been used to assist the murderer in the recent mass school shooting at Florida State University that tragically took two lives.” This indicates serious apprehensions about the potential misuse of AI in facilitating violent acts.
ChatGPT’s Role Investigated
On the day of the FSU shooting in April, the suspect allegedly queried ChatGPT regarding public reactions to such a shooting and sought information on peak hours at the FSU student union. These communications could serve as critical evidence in the suspect’s upcoming trial scheduled for October.
Widespread Concerns about AI Safety
Uthmeier also expressed alarm regarding ChatGPT’s reported encouragement of suicidal behavior in certain instances, which has led to multiple lawsuits against OpenAI from affected families. He raised the troubling prospect that technologies developed by OpenAI could be weaponized by foreign adversaries such as the Chinese Communist Party.
Calls for Legislative Action
“As big tech rolls out these technologies, they should not — they cannot — put our safety and security at risk,” Uthmeier emphasized. He urged the Florida legislature to act swiftly in safeguarding children from the detrimental effects of AI.
OpenAI Responds to Allegations
An OpenAI spokesperson acknowledged the importance of ChatGPT, stating that “more than 900 million people use ChatGPT weekly for purposes like skill development and navigating complex healthcare systems.” OpenAI asserted its commitment to safety and indicated its willingness to cooperate with the Florida Attorney General’s investigation.
Introducing the Child Safety Blueprint
On the eve of the investigation, OpenAI announced its new Child Safety Blueprint designed to enhance child safety in relation to AI technology. This blueprint aims to address the growing concerns about AI’s potential role in facilitating child sexual abuse material (CSAM). A recent report from the Internet Watch Foundation highlighted over 8,000 incidents of AI-generated CSAM in the first half of 2025, marking a 14% increase from the previous year.

OpenAI’s blueprint recommends critical updates to legislation governing AI-generated abuse material, refining the protocols for reporting incidents to law enforcement, and instituting preventive measures to mitigate misuse.
