RD Technologies Secures $40 Million in Series A2 Funding Amidst Stablecoin License Application

RD Technologies, a fintech startup positioned in Hong Kong, announced on Wednesday that it has successfully raised approximately $40 million in its Series A2 funding round. This capital injection is crucial as the company seeks to obtain a local license for stablecoin issuance.

Funding Round Led by Major Investors

The Series A2 funding round was spearheaded by ZA Global, a subsidiary of Zhongan Online P&C Insurance, a prominent digital bank operating in Hong Kong. Noteworthy participants in this financing include Chinese investment firms such as China Harbor International Finance, Brilliant Venture Capital, and American company Capital Capital Partners, which concentrates on digital assets. Additional investments came from HSG (Hongshan Capital Group) and Guotai Junan International, a brokerage capital fund backed by Chinese state interests.

Innovative Use of Funds

RD Technologies stated that this new funding will facilitate the development of its digital currency transactions and asset tokenization initiatives. The company plans to leverage its robust infrastructure to enhance service quality. As part of its growth strategy, RD Technologies will collaborate with ZA Bank—an arm of ZA Global—to explore applications of stablecoins in various financial services, including the management of reserve assets.

Background of RD Technologies

Founded in 2020 by Norman Chan, who previously served as the Managing Director of the Hong Kong Monetary Authority (HKMA), RD Technologies is led by CEO Rita Liu, the former head of Alipay’s UK division. The company offers a mobile wallet solution tailored for businesses, enabling both local and cross-border payments in multiple fiat currencies.

Past Funding Efforts and Strategic Goals

In September 2024, RD Technologies had previously raised $7.8 million in an A1 funding round, with participation from HSG, Hivemind Capital, and Aptos Labs, a blockchain startup established by former META employees involved in the now-defunct Diem stablecoin project. The current financial endeavors come as the startup prepares to apply for a stablecoin issuance license in Hong Kong.

Regulatory Landscape for Stablecoins in Hong Kong

Starting August 1, Hong Kong will implement a new regulation for stablecoins, mandating that issuers secure a license from the HKMA. Numerous companies, including notable figures like billionaire Jack Ma and the Ant Group, have expressed interest in applying for this license. To strengthen its position, RD Technologies enlisted in the HKMA’s Stablecoin Sandbox program last year, testing cryptocurrency applications in regulated environments, including cross-border payments.

Investor Confidence in the Cryptocurrency Sector

The regulatory move by Hong Kong, combined with Bitcoin’s surge to an all-time high of $123,000 in July, has reignited investor enthusiasm in the cryptocurrency space. Several digital assets associated with Hong Kong have seen substantial increases in value, including Guotai Junan International, which surged by over 400% after receiving regulatory approval to offer crypto trading services. Additionally, Zhongan Online P&C Insurance has shown significant growth of 70% following the announcement of stablecoin legislation in May.
