The Monetary Authority of Singapore (MAS) has published an AI risk management toolkit that gives financial institutions practical guidance on handling the risks tied to traditional AI, generative AI and agentic AI systems. This AI risk management toolkit landed after the successful wrap-up of the second phase of Project MindForge, a collaborative initiative MAS kicked off in mid-2023 to strengthen how financial firms approach AI governance.

The timing matters. Agentic AI systems that can take autonomous actions are gaining traction across fraud detection, credit decision-making and customer service in the financial sector. That shift changes the risk profile entirely, and regulators across the Asia Pacific region are paying close attention.

AI Risk Management Toolkit Addresses a Growing Governance Gap

MAS functions as Singapore’s central bank and financial regulatory authority. It oversees banks, insurance firms, capital markets and fintech activities across the country. The authority has long played a key role in fostering financial innovation while maintaining stability.

To develop this AI risk management toolkit, MAS brought together a consortium of 24 banks, insurers and other industry partners. That collaborative approach sets this effort apart from top-down regulatory pronouncements. Instead of issuing abstract principles, MAS worked alongside the institutions that actually deploy AI day-to-day to produce something field-tested and actionable.

At the core of the AI risk management toolkit sits the AI Risk Management Operationalisation Handbook. According to the official MAS media release, this handbook provides detailed, practical guidance on implementing AI risk management frameworks. It moves the conversation from theoretical compliance into operational reality.

How the Handbook Structures AI Risk Governance

The handbook organises its guidance around four critical areas that mirror MAS’s proposed Guidelines on AI Risk Management:

Oversight defines clear roles and responsibilities for AI supervision. Board-level and senior management accountability sit at the centre of this pillar. Without clear ownership, AI governance frameworks tend to stall at the policy level without reaching operational teams.

Risk management focuses on identifying various AI use cases and their corresponding risk levels. Financial institutions need systems to inventorise every AI deployment, assess materiality, and apply controls proportionate to the actual risk. A chatbot handling basic customer queries carries a different profile than an AI-driven credit scoring engine.

Lifecycle management addresses the controls necessary throughout different phases of AI deployment. From data preparation and model development through testing, monitoring and eventual decommissioning, each stage carries distinct risks that need specific controls.

Support emphasises the infrastructure and skills needed for responsible AI deployment. Governance frameworks do not function without the right data management systems, secure computing environments and skilled personnel backing them up.

This structured approach within the AI risk management toolkit reflects a maturation in how regulators think about AI governance. Rather than treating AI as a monolithic risk category, it recognises that different technologies and use cases require calibrated responses.

Why Agentic AI Changes the Risk Equation

The AI risk management toolkit specifically addresses emerging risks from agentic AI in financial services. Unlike generative AI that produces content based on prompts, agentic systems can plan, execute and adapt multi-step tasks with minimal human intervention.

That autonomy introduces risks around accountability, oversight and control that traditional AI governance frameworks were never built to handle. When an AI agent can independently initiate transactions, adjust credit terms or escalate fraud alerts, the question of who bears responsibility for errors becomes far more complex.

As Finextra reported, MAS had already warned that it would hold bank board members and senior staff responsible for managing risks from AI deployment. The AI risk management toolkit now gives those leaders a structured approach to meet that expectation.

Generative AI carries its own distinct risks around hallucination, data leakage and intellectual property exposure. The handbook addresses these alongside the traditional AI risks that financial institutions have been navigating for years, creating a comprehensive reference that spans the full spectrum of AI technologies currently in play.

Real-World Case Studies Ground the Guidance

Alongside the handbook, the AI risk management toolkit features real-world case studies from financial firms. These document both the challenges and effective strategies institutions have encountered while deploying AI systems.

This practical grounding matters. As Crowdfund Insider noted, many banks already have AI policies on paper, but generative and agentic AI create newer operational risks around oversight, accountability and model behaviour. By publishing field-tested case studies rather than theoretical guidance alone, MAS signals a preference for collaborative regulatory approaches that reflect actual deployment conditions.

The consortium members who contributed to the AI risk management toolkit include major banks like DBS Bank, OCBC Bank, Standard Chartered, Citi Singapore and HSBC, alongside insurers and capital market firms. That breadth of input means the guidance reflects diverse operational contexts and risk appetites.

What Comes Next for the AI Risk Management Toolkit

MAS has confirmed the handbook will undergo periodic updates to stay aligned with evolving regulatory demands and technological advancements. Given the pace of change in AI capabilities, this iterative approach is essential.

Beyond updates, MAS has signalled plans to form a new workgroup under its BuildFin.ai initiative. This group will bring together MindForge consortium members and other industry practitioners to maintain the AI risk management toolkit, develop implementation resources and foster ongoing knowledge sharing about emerging AI risks.

Kenneth Gay, MAS’s Chief FinTech Officer, stated that the release of the AI risk management toolkit represents a pivotal advancement in making sure AI is deployed safely and responsibly within the financial industry. The BuildFin.ai programme will serve as the foundation for the next phase of collaboration in AI risk management.

For financial institutions navigating AI adoption, this AI risk management toolkit offers something increasingly rare from regulators: practical, co-developed guidance that bridges the gap between regulatory intent and enterprise implementation. Firms looking to understand how fintech companies balance AI automation with human expertise will find the handbook’s lifecycle management section particularly relevant.

The broader implication extends beyond Singapore. As The Paypers highlighted, the release reflects growing regulatory attention across the Asia Pacific region to AI governance in financial services. Other jurisdictions are watching closely, and the collaborative model MAS used with the AI risk management toolkit may well become a template for regulators elsewhere.
